(I've seen this in another clue)

'british excluded from general' is the wordplay.
'british' becomes 'b' (abbreviation e.g. in 'BBC').
'excluded from' indicates named letters should be taken away.
'general' becomes 'broad' (similar in meaning).
'broad' with 'b' removed is 'ROAD'.

(Other definitions for road that I've seen before include "'The . . . . to hell is paved with good intentions'" , "Way travelled by boat" , "Highway or byway" , "Way from A to B" , "Parting guests used to take 'one for the --'" .)
