I believe the answer is:

thrice

'again and again?' is the definition.
(I've seen this in another clue)

'cut the grass' is the wordplay.
'cut' means to remove the last letter.
'grass' becomes 'rice' ().
'the' with its final letter taken off is 'th'.
'th'+'rice'='THRICE'

(Other definitions for thrice that I've seen before include "Three-time" , "Once, once more and yet once more" , "Old usage for three times" , "Several times" , "In threefold degree" .)
