Designated facility rejected housing small retailer? (9)

Ross

I believe the answer is:

tradesman

'retailer?' is the definition.
(thesaurus)

'designated facility rejected housing small' is the wordplay.
'designated' becomes 'named' (I've seen this before).
'facility' becomes 'art'.
'rejected' says the letters should be written in reverse.
'housing' means one lot of letters goes inside another.
'small' becomes 's' (abbreviation - e.g. clothes size).
'named'+'art'='namedart'
'namedart' reversed gives 'trademan'.
'trademan' placed around 's' is 'TRADESMAN'.

(Other definitions for tradesman that I've seen before include "Small-scale businessman" , "Retailer - artisan" , "Skilled worker; shopkeeper" , "I must sell stuff" , "A skilled worker like plasterer or joiner" .)

I've seen this clue in The Telegraph.
