Although both the answer and definition are plural nouns, I don't understand how one could define the other.

I cannot quite see how this works, but
'weather' could be 'storm' (I have seen 'Violent weather' mean 'storm' so perhaps 'weather' could also mean 'storm') and 'storm' is found within the answer.
'around' could be 'c' (abbreviation for 'circa') and 'c' is found within the answer.
This explanation may well be incorrect...
