'victoria and albert clean up' is the wordplay.
'victoria and albert' becomes 'va' (I can't justify this - if you can you should give a lot more credence to this answer).
'up' indicates anagramming the letters (letters get chucked up).
'clean' anagrammed gives 'lance'.
'va'+'lance'='VALANCE'
