'inset' can be an answer for 'figure' (I have seen 'Minor figure' mean 'inset' so perhaps 'figure' could also mean 'inset'). I am not certain of the 'small' bit.

'among clique' is the wordplay.
'among' becomes 'in' (I've seen this in other clues).
'clique' becomes 'set' (I've seen this before).
'in'+'set'='INSET'
