Although both the answer and definition are singular nouns, I cannot see how they can define each other.

'top covering on stand' is the wordplay.
'top covering' becomes 'hat' (hat is a kind of covering. I am not sure about the 'top' bit.).
'on' is a charade indicator (letters next to each other) (in a down clue, letters appear on others).
'stand' becomes 'rack' (synonyms).
'hat'+'rack'='HATRACK'
