'closing' can be an answer for 'stop' (thesaurus). I'm not sure about the 'with' bit.
'harbouring evil winding up' is the wordplay.
I cannot quite understand how this works, but
'evil' could be 'sin' (synonyms) and 'sin' is located in the answer.
The remaining letters 'clog' is a valid word which might be clued in a way I don't understand.
This explanation may well be incorrect...
